The Utah WIC Program will be reviewing our current authorized product list (APL) beginning in November of 2024. We will evaluate the eligibility of current products and consider the addition of other eligible items to our authorized product list. Products must meet requirements outlined in the USDA Federal Register 7 CFR Part 246.10 “Supplemental Foods” .
Products included on the Utah WIC Program authorized product list are regulated by State and Federal guidelines. By reviewing the Utah Food Product Submission Matrix 2025-2026, you can view the allowed foods and the minimum requirements.
Additional considerations for inclusion include:
- client preference,
- cost,
- and availability.
WIC food items should encourage economical shopping habits. Excessive individual packaging increases food costs, therefore packaging is a consideration (e.g.—individually packaged string cheeses are more expensive than bulk cheeses). Pricing criteria is evaluated using either the manufacturer’s suggested retail price or by a survey of retail prices in Utah at the option of the state office. The state office may choose not to allow submitted food items if the manufacturer suggested retail price exceeds the current Not to Exceed (NTE) price of similar items. Due to funding, and at the state’s discretion, Utah WIC may discontinue national brands at any time and only authorize store brand/private label options.
If you are interested in applying for inclusion of specific products on the Utah WIC Program authorized product list (APL), please submit the following information to jnewman@utah.gov:
- The Utah Food Product Submission Matrix 2025-2026 with the appropriate food sections filled out. All fields must be filled out in order for the product to be considered for inclusion. (Please include any and all private label or store brand products you have that are in the respective categories.)
- List of wholesalers and retailers where the product can be located.
- A suggested retail cost.
- An electronic image of each product to be considered.
- An electronic copy of your company/brand logo to be used in our Utah WIC Program Shopping Guide if your product is authorized.
All written correspondence must be postmarked by February 21, 2025. All other (electronic) product information must be received by February 28, 2025.
Products that meet eligibility requirements are not guaranteed inclusion on the Utah WIC APL; Utah is selective about product inclusion to control program costs, thus maximizing the number of clients who are able to be served by our program. The Utah WIC Program will notify manufacturers of the foods that will be authorized by August 1, 2025. These will be published in the Utah WIC Program Shopping Guide, effective October 1, 2025.
